Bag Bans and Kill Switch Bills Rejected as Suggested Legislation

The Council of State Governments (CSG) Suggested State Legislation (SSL) Committee ruled unanimously on June 19 to reject the California bag ban and the California and Minnesota cellphone kill switch laws as suggested legislation.
ISRI is a partner with CSG and communicated its concerns with the legislation to members of the SSL committee prior to the June meeting. Consequently, the committee rejected California's bag ban (2014 California SB 270, currently subject to a state referendum) without discussion and only paused to confirm that cellphones are currently sold with kill switch technology before doing the same with 2014 California SB 962 and Minnesota SF 1740.

Although the SSL Committee is viewed by many as creating a list of model bills endorsed by CSG for states to use, they view themselves as creating a docket of unique and innovative measures that address new or trending issues in the state. Thus the members, drawn from legislators and staff from states across the nation, decide on legislation not on whether they personally support it, but whether it is a well drafted and new solution. None of these bills met the requirements, and the kill switch bills were specifically pointed out as attempting to solve an issue that has already been addressed.
