U.S. EPA Seeks Comment on Industrial Stormwater Fact Sheet Series

U.S. EPA is seeking comment through March 28, 2022 on its Industrial Stormwater Fact Sheet Series, developed for the Federal Multi-Sector General Permit (MSGP) (see Federal Register notice). These MSGP fact sheets are also used by many states in their industrial stormwater programs.  

Each fact sheet is intended to provide guidance on best management practices (BMPs), stormwater control measures (SCMs), and permit compliance for a given industrial sector. For ReMA member facilities, the most-relevant fact sheet is “Sector N: Scrap Recycling and Waste Recycling Facilities”, but for some members, “Sector M: Automobile Salvage Yards” may also be relevant.

U.S. EPA intended to update these fact sheets for the 2021 MSGP, but that did not happen. However, without prior notice with the 2021 MSGP, U.S. EPA “revised each of [the fact sheets] to include practices that operators could use to minimize per- and polyfluoroalkyl substances (PFAS) in stormwater discharges”.  Otherwise, these fact sheets are more than 15 years old.

ISRI is seeking input from members on updating the Sector N fact sheet by March 15, 2022. Members can find an editable version of the Sector N fact sheet here for making suggested changes and comments. ReMA is particularly interested in knowing which BMPs and SCMs should be removed or updated and what new BMPs or SCMs should be added. Comments on other aspects are welcome.
